IMPROVING NEWS CAPACITY IN PAKISTAN 'S TROUBLED REGIONS


Internews is working on a project to build the capacity for news in Pakistan's most conservative areas by training of journalists from the Federally Administered Tribal Areas bordering Afghanistan, and students at Peshawar University, from all over North West Frontier Province, to produce news and information programs

One of Internews Pakistan’s most successful programs since May 2003 has been the collaboration with Peshawar University in building the Peshawar University Broadcast Academy (PUBA) that runs programs to train both students and working journalists from the North West Frontier Province and the tribal areas bordering Afghanistan.

PUBA has also become a significant production center, creating regular, Pashto-language radio programs on current affairs and women’s issues for the campus radio station.

Internews is building on this success by producing radio programs that will increase the flow of information from and into the tribal areas addressing outstanding issues affecting people. These programs have the goal of hands-on training as well as production.

Activities
The following activities are being undertaken:
1. Da Shamlo Watan
A 15-minute fortnightly Pashto-language radio magazine program exclusively focusing on the tribal areas (working title: Da Shamlo Watan , or the “ Land of Turbans ”). There are seven “agencies” that constitute the tribal areas. At least one journalist/producer from each tribal agency will be selected and given production equipment and a stipend per month for travel and production costs. These journalists will deliver stories to PUBA, where the program will be put together. After startup, a total of 36 programs will be aired on the campus radio and given free to any radio stations that want to play them while copies on CDs and cassettes will be distributed to listener groups in the tribal areas.



2. Hawa Aur Doonya


Internews will continue producing the Pashto-language women’s radio program based at Peshawar University. Hawa Aur Doonya (“Women and the World”) is a weekly 15-minute program with a format similar to the Urdu-language Meri Awaz Suno [Hear My Voice] women’s program being produced with Internews assistance since 2003 and played on FM stations across Pakistan. Designed to raise the profile of women in Pashto media, a total of 72 Hawa Aur Doonya programs will be produced.

3. Da Nan Khabara

Internews will continue producing a weekly student current affairs radio magazine program – Da Nan Khabara (“Talk of the Day”) in Pashto at the Peshawar University campus radio. Under this project, students under the supervision of Internews training and technical coordinators, based at Peshawar University, will produce 72 weekly fifteen-minute programs looking at the news from a youth perspective. The program will be practical training for PUBA radio journalism students, with students rotating through positions in the newsroom.

Evaluation Plan, Outputs and Outcomes

Using the data and analysis from this plan, the following anticipated outputs and outcomes will be measured:
Output:

36 fifteen-minute programs focusing on tribal areas
72 fifteen-minute programs on women’s issues
72 fifteen-minute programs on current affairs produced with Peshawar University


Anticipated Outcomes:
Journalists from tribal areas and university students trained in radio news journalism in newsroom environment.
Greater flow of information in local language increases public understanding of life in northwest Pakistan, including issues relating to women.

Background

Internews is implementing a $1.3m media development program funded by DRL and spread over October 2005-March-2007 (18 months) across Pakistan to train journalists to cover critical human rights, rule of law, and election issues facing the country through practical training, support for innovative TV and radio programming, and a legal resource center to provide expert advice and small grants.

The project will also expand the capacity of independent media in Pakistan through expert advice and advocacy in media law and regulation, and monitoring of freedom of expression issues by Internews and its local broadcast and university partners. Proposed activities will accomplish the following:

Help Pakistan 's most courageous broadcaster – Geo TV – to create Pakistan 's first-ever TV program focused on rule of law, human rights, and legal education;
Train journalists in legal and political reporting to improve journalistic coverage and public knowledge on political and legal issues, with a focus on coverage of elections, courts, and the legislative process;
Train journalists at nongovernmental radio stations in human rights, rule of law issues, investigative journalism, and supporting local programming on those topics;
Support the women's production studio and program, Meri Awaz Suno (Hear My Voice), to produce radio programming on socio-economic and women's issues;
Train journalists and journalism students from Tribal Areas to produce radio news programs, together with Peshawar University;
Create a resource center that supports rule of law reporting with expertise and small grants, and serves as a monitor and source of expertise on media rights and media development.
The project supports the following DRL goals in Pakistan :

1) Build capacity of independent media through a focus on investigative journalism;

2) Promote rule of law through support for human rights and legal aid activities and clinics with civil society organizations, including media, political parties, and rights organizations; and

3) Strengthen freedom of expression by monitoring media freedoms and their violations.
